Oakland Disaster Plan Covers Four Threat Axes But Not Their Overlap
Oakland's Compound Disaster Vulnerability Assessment catalogues seismic risk, wildfire, sea-level rise, and extreme precipitation as separate threat categories but does not address the compound scenarios in which they interact. With El Niño developing, emergency managers describe the absence of an integrated public-facing plan as an operational gap that is becoming harder to defer.
The assessment exists as a technical document within city emergency management but has not produced community preparedness protocols, ferry surge capacity guidance, or cross-agency coordination frameworks. A wildfire smoke event reducing ferry visibility during a storm surge, for example, is not covered by any current plan. Officials have not announced a timeline for closing that gap. The 2026 forecast window is making the question political.
