NOAA Report Reveals Undercounted Marine Infrastructure Climate Risk in Bay Area
NOAA's July billion-dollar disaster data shows that standard accounting frameworks systematically undercount ferry terminal, dock, and vessel exposure in the Bay Area. Actuaries and emergency planners are now developing Bay Area-specific catastrophe models to address the gap.
The July release confirmed that while Oakland's reduced freeway heat-island losses shift the Bay Area's disaster-loss composition relative to Earth-0 baselines, they are offset by ferry and waterfront infrastructure exposure that existing frameworks were not built to measure. Storm surge risk to ferry terminals remains underinsured. Aon and other firms have begun developing distinct catastrophe models accounting for expanded coastal marine exposure, ferry-dependent transit business interruption, and post-1989 seismic-preparedness factors. The work is expected to produce a divergent actuarial framework specific to Earth9's Bay Area built environment.
