Ferry Suspension Risk Threatens November Voter Access in Waterfront Precincts
April storm events demonstrated that ferry service suspensions can isolate tens of thousands of residents in Alameda, Treasure Island, southern Marin, and Oakland waterfront districts for hours at a time, creating a voter suppression mechanism specific to Earth-9's ferry-dependent transit model. With November 2026 midterm elections approaching, no formal electoral contingency plan is yet in place for affected precincts.
The April events are the clearest empirical demonstration of the risk to date. Documented transit isolation affected communities that have no freeway alternative and, in several precincts, no viable land route during service suspension. Proposed contingency measures include extended voting windows for ferry-dependent precincts, emergency ballot drop-off provisions at BART stations, and pre-positioned ballot collection on ferries during disruptions. None of these measures has been formally adopted. The Council's Environment and Politics oversight boards have been asked to consider joint action before the summer recess.
