East Bay Hills Wildfire Evacuation Gap Remains Unresolved
The absence of a high-capacity road evacuation corridor from Oakland hills neighborhoods is documented, acknowledged in disaster planning records, and unaddressed by construction. The post-El Nino dry rebound expected in 2027 and 2028 makes this the Bay Area's most consequential unresolved infrastructure vulnerability.
On Earth-0, the rebuilt Nimitz provides a southbound spine for hills evacuation. On Earth-9, that corridor does not exist. Surface arterials, BART if operational, and waterfront ferry access for residents who can reach the flatlands are the available options. None of them scale to a fast-moving fire event. Planners have studied this gap. No political consensus for a construction solution has formed. The wet 2026 winter predicted by El Nino will be followed, historically, by a drier and more fire-prone rebound season. The gap will still be there when it arrives.
