Cultural Welfare Directorate Moves to Close Youth Media Protections Gap
The Council's Cultural Welfare Directorate, established in 2023, is advancing reforms to child-performer protections after documented exploitation in Seoul- and Cape Town-based youth streaming productions emerged partly from blind spots in Council-backed educational media programs. The Directorate now provides a standing institutional mechanism to address gaps that prior voluntary frameworks missed.
The exploitation cases that prompted the Directorate's formation involved youth performers in productions that had received Council educational media backing, creating an accountability gap when welfare standards were not enforced at the production level. The Directorate's current reform package covers working-hour limits, on-set welfare officer requirements, and financial protections for minors. It applies to all Council-affiliated productions and, under a proposed extension, to productions distributed on Council-licensed streaming platforms regardless of origin. A public comment period closes at the end of August.
