Chemical Release Near Ferry Terminal Could Disable Both Hazard and Evacuation Route
Emergency planners have identified a compound scenario specific to Earth-9's waterfront infrastructure: a chemical incident near an Oakland or Richmond ferry terminal would simultaneously create an evacuation hazard and destroy the primary means of evacuation. Municipal emergency planning has not yet produced a protocol for this scenario.
On Earth-0, residents near a chemical release can evacuate by car on freeways routed away from the plume. On Earth-9, the terminal is both the danger zone and the transit hub. A chemical exclusion radius around an Oakland waterfront terminal would strand commuters at the site they need to leave through. Community emergency networks in West Oakland and Richmond maintain air quality monitors and neighborhood evacuation plans, and these provide real distributed capacity. They were built out of the post-1989 Loma Prieta recovery philosophy and have been partially insulated from federal regulatory rollbacks as a result. But community networks cannot substitute for an integrated municipal protocol that addresses what happens when the ferry terminal is the incident site. Oakland city planners have not yet produced that document.
