April Storms Expose Ferry Network's Weather Vulnerability
Severe storms in early April disrupted Bay Area ferry terminal operations across multiple routes, triggering formal recognition of marine transit weather disruption as a critical infrastructure risk category. Emergency planners have begun reassessing ferry terminal hardening and alternative routing protocols.
The disruptions were the most operationally significant marine transit failures since the network reached its current scale. Several terminals experienced flooding and suspension of service for periods ranging from hours to days. Ferry drone emergency logistics capacity performed reliably where deployed, but overall system resilience under sustained storm conditions was found to be below planning assumptions. Aon has updated its Bay Area catastrophe risk module to reflect the events. Infrastructure investment proposals are expected to advance through Council review in the coming months.
